Billoups prepped at San Clemente High School (San Clemente, California), where as a senior he went 89-for-147 through the air for 932 yards and 11 touchdowns, while rushing 107 times for 554 yards and 13 touchdowns. On defense he had 32 tackles, 10 passes defended, two tackles for loss, and five interceptions (MaxPreps). He reported a 4.43 forty time, a 33-inch vertical, and a 225 max bench press (HUDL).
Recruitment. Billoups was rated 3-stars by 247Sports (85), who rated him the no. 105 overall prospect from California in the Class of 2020. He was recruited by Cal Poly, Colorado State, Cornell, Eastern Washington, Louisville, Nevada, Penn State, San Jose State, Syracuse, UC Davis, UNLV, USC, Utah, and Wyoming.
Personal. Billoups’s cousin Stephen Carr played football at USC, while another cousin, Gianni Hunt, played basketball at Oregon State. Billoups was high school teammates with BYU teammate Preston Rex.
